What is Policy Debate?
1 / Two-Person Teams
Policy debate is a two-on-two academic game about whether or not to change government policy. (A policy is a rule or plan made by the government to fix a problem or make something better.)
2 / For vs. Against Government Action
One side supports a change (Affirmative) to the government, but the other disagrees (Negative) with the Affirmative plan. Each team uses evidence to support their arguments.
3 / Judge Decides Winner
Judges decide which team makes the stronger case.

Our Topic (Resolution)
Every season, all debaters across the country explore the same question—this is called the resolution. This year we’re asking: Should the United States increase exploration in the Arctic?

On the affirmative team you'll argue for a plan that increases exploration in the arctic, and on the negative team you'll argue against it. No worries! We have plenty of timer to research and practice!

Build your case. During these speeches you introduce new arguments and evidence to support your side. Think of this as laying the foundation for your house.
Defend and respond. In rebuttals you don’t make new arguments. Instead, you summarize your best points and show how you answered your opponent’s points
